I AM directed by the Secretary of State for India in Council to acknowledge the receipt of Mr. Langley's letter of the 23rd August regarding the conditions attached by His Majesty's Government to their acceptance of the proposal for a further Opium Conference, and to say, in reply, that the Marquess of Crewe concurs in the proposal to inform the Netherlands Minister that the interpretation of the views of His Majesty's Government contained in Marquis Komura's note of the 15th July is correct.
